If you are creating your own cosmetics, there may a legal issue of ensuring that they are safe for human use. I don't know all the intracacies of it, but I know it can be a real chore. If, however, you are representing established lines of cosmetics, then very little legal work will be required.

Mostly you will need to decide if your business should be a sole proprietorship or one of the various corporate entities. You may need to file a 'dba' (Doing Business As) at your county courthouse. A chat with an experienced bookkeeper can go a long way in the beginning planning.
