Take a light "highlight" eyeshadow, and brush it across your brow bone and the corner of your eyes, along the lash line.
Take an eyeshadow a couple of shades darker than your original shade and sweep it across the entire of your lids, including the hooded areas
Taking a darker shade again, or a "counter" shade, brush this along the outer corners of your eyes, moving in an upwards direction.
Apply a thin layer of eyeliner to your top lids, right on the lash line, and to your bottom lids as well.
Apply two layer of dark mascara to both top and bottom lashes.

Avoid shimmery and pearl colors on hooded eyes.
